Windows Agent v2.10.27 (GA) Rollout Begins September 9th

This version contains 2 fixes:

Fixes issue causing the Credential Input to popup for some users when the agent is in Audit mode. (This would only happen when the end-user manually entered an incorrect user or password on the UAC while in Audit mode)
Fixes issue preventing the agent from applying Rules that have special characters in the properties of a publisher certificate.
